Specifications are the floor, not the ceiling
Many projects treat the specification as the goal. It is not. The real work is understanding how to operationalise IPS data, and that answer is different for every organisation, project and user.
Most projects start with a specification and work towards compliance. That is the beginning, not the destination. Twenty-five years of supporting clients worldwide, across every scale of budget and complexity, has taught me that no specification answers the questions the business actually asks.
The floor
Many projects are selecting specifications such as S1000D, S2000M, S3000L and the wider S-Series. Sometimes that is the right call. Sometimes it is not.
The harder question is whether that choice was made for the right reasons: clear requirements, honest analysis of fit, and an understanding of what the data must do for the programme.
Too often the selection is inherited, assumed, or treated as settled before those questions are answered. That is where programmes start on uncertain ground.
Not the goal
A specification focus can look like progress. Data modules get written. Business rules get agreed. The CSDB fills up.
That still leaves the harder question unanswered: how this data will be used by real people, in real processes, across a real support system.
Operationalising IPS data
The work that matters is operationalising IPS data so it supports decisions, delivery and through-life support.
There is no single pattern for that. What works for one organisation, project or user will not transfer unchanged to the next.
Above the floor
Above the floor sits measuring use, feeding analytics, and answering questions about cost, availability and risk.
Spec-first thinking gets you structure. Context-first thinking gets you value. Both matter, but they are not the same job.
Why this gets missed
Specification bodies describe the common ground. Vendors describe their own products. Neither is set up to define how your programme should operationalise the data.
That judgement has to be built in context. Independent conversation is what fills the gap.

Specification focus alone is not the approach.
